Use this tool, located on Tools Menu > Show Map Editing Tools > Advanced Tools > Cleanup and Conversion Tools, to locate any symbol or label entities inside each area entity and adopt them to the parent feature of the area. This is typically used after running the build areas around labels tool in order to make any additional labels part of the area feature.
To combine symbols and labels in common areas
1) Select this menu item from the  menu.
2) Select a layer to work with. All areas, labels, and symbols must be on this same layer.
3) The popup message shows how many entities were effected.
