Use the Pan View command to shift the view by small amounts in any direction.
To Pan the View:
1) Click the  button or select Pan View from the View menu.
2) Use the mouse to position the zoom box over the new area to view.
3) Click the left mouse button and the view will change to show that area.

•There are even quicker ways to zoom and pan without having to use the menu. See Map Navigation Shortcuts.
