Use this tool, located on Tools Menu > Show Map Editing Tools > Advanced Tools > Cleanup and Conversion Tools, to generate label entities inside each area entity on a layer.
To label areas
1) Select this menu item from the  menu.
2) Select a layer to label
3) Specify the height to be used for the labels.
4) Do you want to place multiple labels in large areas?
No: Place only one label in each area
Yes: On the next screen specify the minimum spacing between labels.
5) A popup message displays how many labels were placed for how many areas.
Notes:
•No label is placed if the area is too narrow to fit the height of the text.
