Use this tool, located on Tools Menu > Show Map Editing Tools > Advanced Tools > Cleanup and Conversion Tools, to convert polyline entities into area entities.
To convert areas to polylines
1) Select this menu item from the  menu.
2) Select the layer containing the polylines. Any resulting Area entities will replace the polyline entity on the same layer.
3) Use the selection cursor to draw a selection window. To run this process on the entire layer draw a window around the entire map.
Only polylines that form complete boundaries (ie.start and stop at the same point) will be converted. To create areas from boundaries consisting of multiple polylines use the Build Area tool.
