This value on the Layer Format screen specifies how many of the fields (starting from the top of the list) are sort fields. Records are sorted primarily by the first field, then secondarily by the second field, etc for up to this many fields.
This value is also used to determine the "number of key fields". When a new feature is added it is automatically compared to the existing records in the database to determine if it is unique. This comparison is only performed on the key fields.
So when formatting a new layer always list the key fields first in the field list and set this value equal to the number of key fields.
